Take a look at the 2018-2019 line. Specifically, look at the "Other State Aid", "Revenue Total" and "Rev/Stu" figures. Note the significant reduction from prior years.
How did that happen?
When asked, Asst. Supt. Kalou told me, prior to 2018-2019 school year, State of Illinois contributed millions of "uncontrolled" dollars toward D207's Budget. Ms. Kalou now considers those dollars "pass through" and will no longer reflect them in the Budget. She works for Dr. Wallace. So when you see this years low-balled Budget, you have Dr. Wallace to thank for it.
Pass Through Money - Legal Slight of Hand
"Other State Aid" will continue to flow into D207's coffers, effecting District's Budget and goals. Because Dr. Wallace wants to display lower revenues & expenses as part of his Referendum sales strategy, his applying HIS "pass through" scheme will now, visually conceal millions of "Other" State of Illinois revenue and you and I will only see a significantly reduced truth.
This the kind of activity we can expect should Dr. Wallace win HIS Referendum.
Of course, it's just my opinion!
The Wallace Team looks more like a flim flam squad every day!
Where can we obtain a "VOTE NO" sign. I see VOTE YES, but think we need VOTE NO everywhere. Also think they are asking for too much money now, hoping people will approve less--Plan B. Can't believe the board members support this BS>
ReplyDeleteHow "[c]an't [you] believe the board members support this BS"?
DeleteThe Board voted back in January to hire 3 public relations specialists, at $115,000, to do "community engagement" (a/k/a, campaign propaganda), including the "surveys," "information sessions" and all the other stuff you've been seeing and hearing.
Then they voted to put this $190 million bonding referendum (total cost: $300 million) on the ballot and use an additional $45 million of "reserves" that they could have/should have used for the neglected maintenance, repair and replacement tasks.
Wallace is the Flim Flam Man and the Board members are his shills. If you can't see that, you're not really trying.
As to the signs; I don't know. I've been waiting for PR residents to ban together. So far, haven't it. D207 does not need this money to do what it needs to do. Ultimately, it's about pay raises and contracts. If the maintenance is paid by someone else's budget (Referendum monies), there's more left over in the General Budget to pay Administrators and Teaches.
ReplyDeleteYears ago we called this cooking the books.
ReplyDeleteIt's still called cooking the books! You can blame Mary Kalou and Ken Wallace since they are to blame for the accounting change but they can't change anything without Carla Owen and HER board signing off on the budget. Kalou and Wallace have been at D207 too long and need to be replaced. Both have personal interest in seeing this Referendum pass - it's called "bonus".
